Requests for adding new or changing existing metric types to Glean.

The various parts of the Glean ecosystem need a component for metabugs and higher-level tracking of work across the ecosystem. This will be used primarily by the Glean Platform Working Group. (Note that the Glean SDK and Glean.js components already exist -- these are subsets of this larger effort and should remain).
